A royal decree has been issued approving the public education system in Saudi Arabia to enhance governance and improve educational quality and outcomes.

A royal decree has been issued approving the public education system, aimed at enhancing the governance framework of public education, providing the necessary enablers to achieve its objectives, and improving the quality of the educational environment and its outcomes. Additionally, it organizes the roles of the private and non-profit sectors in alignment with the goals of Saudi Vision 2030.

Minister of Education, Professor Yousef bin Abdullah Al-Benyan, expressed his gratitude to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, and His Royal Highness Crown Prince Mohammed bin Salman bin Abdulaziz Al Saud, Prime Minister - may God preserve them - on the occasion of the approval of the system. He emphasized that this step represents significant support for the development of public education in the Kingdom and enhances the efficiency of its organizational and operational framework.

The system strengthens the governance of public education by defining the roles of the Ministry of Education, the General Education Affairs Council, and related entities. This supports the alignment of educational policies, plans, and programs, enhances decision-making efficiency, and enables the ministry to develop tools for regulation, monitoring, and supervision of the public education sector.

The system also supports investment in education by organizing the participation of the private and non-profit sectors in providing educational services, enhancing investment appeal and partnerships under clear regulations to improve service quality, expand educational options, and sustain the development of public and private educational institutions.

The system emphasizes the protection of human rights in education, the rights of students and teachers, and the provision of a safe and stimulating educational environment, which supports the quality of the educational process and improves the experience of students, alongside reinforcing the family's role in supporting the educational journey.

The system supports the quality of care and education in early childhood, in line with the importance of the early years in building a child's personality and skills. It also contributes to providing more tailored educational services to meet the needs of students with disabilities within educational institutions and supports the care and development of gifted students' abilities, enhancing the quality of the educational experience and considering the diverse needs of students.

In the upcoming phase, the Ministry of Education, in coordination with related entities, will work on completing the executive and regulatory provisions to ensure the system's implementation according to a clear methodology, supporting the achievement of public education development goals and improving its outcomes.

It is worth noting that the public education system includes regulatory provisions for educational stages, the General Education Affairs Council, educational institutions, educational pathways, e-learning, continuous education, the educational environment, and the rights of students and teachers.
